Latest products do not have a start and stop time

Description

The value of the metadata attribute Calculated_Image_Centre_Time has now a different format.
Instead of hh:mm:ss it is a decimal value and is not parse by the reader.
That's why the products do not have a start and stop time and cannot be geo-corrected.

The new value is not specified in the documentation.

The new implementation is based on the assumption that the value specifies the fraction of the day. This is reasonable but the acknowledgement is outstanding.

This other format seems to be a one time processing issue.
Howerver, if it occurs again it is interpreted as fraction of the day.
