Support S3 QWG recommended flags
Description
The S3 QWG defines 'recommended flags' which should be considered when working with Sentinel-3 OLCI data. They asked if these recommendations can be supported by the S3TBX.

Should be done after reprocessing of L2 data. Which is probably finished in January. New flags will be defined.
