hdf-lib should find native libs even if not using netbeans module system

Description

If the snap-hdf5-writer and/or the lib-hdf modules are only used as jars on the classpath the natie libs are note found.
There could be an activation/installation process as for NetCdf. See class NetCdfActivator.

This would prevent the sometimes courring exception:

Because of this exception the RunGPTProductReaderTest is located in the snap-reader-tests project but actually belongs to snap-gpt-tests. Can be moved if this issue is resolved.

Proberbly it can be fixed by setting these properties:

-Dncsa.hdf.hdflib.HDFLibrary.hdflib=c:\path\to\jhdf.dll
-Dncsa.hdf.hdf5lib.H5.hdf5lib=c:\path\to\jhdf5.dll
