Make JP2 reader a snap-engine module

Description

As it is not sensor-specific, it would probably make sense to put the S2TBX JP2 reader in snap-engine directly, as for the GeoTIFF/NetCDF/... readers.

What's the opinion of snap-engine maintainers ?

And also the OpenJPEG related java classes which are badly placed in s2tbx-commons instead of the lib-openjpeg module

Beware of the OpenJPEG binaries that have also to be moved. And, in this case, the move may trigger changes in the Sentinel2Reader.
