Sentinel-1 GRDs on AWS with 0 byte productInfo.json

Description

The GRD products on AWS add a productInfo.json with extra metadata.
Occasionally, this file exists but it has 0 bytes

The reader should continue reading the product without an error if the productInfo.json doesn't exist or is 0 bytes or it can't be read for some other reason.
