Open the attached file in SNAP 10. It contains a single band. SNAP shows many values with -28672.0, and some between 1-31. The values that are -28672.0 should correctly be either -2, -1, or 0. Opened in QGIS, Manifold viewer and simple imaging tools show those expected values.
